Luncheon Meeting - Roger Fraser, Michigan's Emergency Manager Law

Former club member and Ann Arbor City Administrator Roger Fraser now is responsible for the administration of Michigan’s controversial Emergency Financial Manager law – a case, one might suspect, of jumping from the frying pan of local Ann Arbor politics and governance into the fire of municipal politics all over our great but somewhat beleaguered state. He will provide a close-up, in-depth look at how the law works, the current status of legal challenges to it, and his responsibilities and challenges in appointing and overseeing the managers and dealing with local officeholders and municipal administrators whose authority is affected by such appointments.
